“韓, 쌀 시장 역사적 개방을 할 것”···李정부와 엇갈린 백악관 발표

백악관이 한국과의 상호관세 협상 타결 사실을 알리면서 한국이 쌀 시장을 개방하기로 했다고 밝혔다. 앞서 한국 대통령실이 밝힌 한미 관세 협상 내용과 배치되는 내용이라 논란이 예상된다.

캐롤라인 레빗 백악관 대변인은 31일 오후 1시 24분(미 동부 시각, 한국 시각으로는 1일 오전 3시24분) 무렵 시작된 백악관 브리핑에서 “대한민국 대표단이 어제 백악관에서 트럼프 대통령을 만나 협상을 체결했다”면서 “한국은 15%의 관세를 내게 될 것이며, 자동차와 쌀 같은 미국산 제품에 대한 역사적 개방을 할 것(providing historic market access to American goods like autos and rice)”이라고 밝혔다.

이 백악관 발표는 앞서 한국과의 관세 협상 결과를 발표하면서 도널드 트럼프 대통령이 트루스소셜에 올린 내용과도 일맥상통한다. 트럼프는 30일 오후 6시 16분(미 동부 현지 시각. 한국 시각 31일 오전 7시 16분) “한국이 자동차와 트럭, 농산물을 포함한 미국 제품을 수용해 무역을 완전히 개방(completely open)할 것”이라고 밝혔었다.

이에 반해 31일 우리 대통령실은 국내 쌀과 소고기 시장에 대한 추가 개방은 없을 것이라고 못박은 바 있다. 이날 오전 김용범 대통령실 정책실장은 긴급 브리핑을 개최해 한미 관세 협상 세부적인 합의 내용을 전달하면서 농축산물 협상에 대해 “미국 측의 강한 개방 요구가 있었던 것은 사실이지만, 식량 안보와 농업의 민감성을 감안해 국내 쌀과 소고기 시장은 추가 개방하지 않는 것으로 합의했다”고 발표했다.

1일에도 입장 차이가 없었다. 대통령실은 이날 백악관이 한국과의 통상 협상 타결을 알리면서 ‘한국이 쌀 시장을 개방하기로 했다’고 밝힌 데 대해 “추가 개방은 없다”면서 “세부적 요건에서 서로의 이해, 인지하는 것이 좀 달랐다는 정도로 말씀드릴 수 있다”라고 했다. 또 한국의 미국산 농산물 시장 개방 비율이 99.7%라면서 “나머지 0.3%에 대해서는 개방을 안 한다는 우리 정부 발표가 맞는다”라고 했다.
